The water will leak out but not air.

Following their advice i turned off the water pump opened the the pop off valve and ran a inside faucet to create a air pocket.

If the valve has a leak we can replace it with a new relief valve a very common water heater repair.
Open the valve at the bottom and the pressure relief valve for a minute to drain a little water out of the tank and relieve the pressure.
